Choosing London for international expansion

How to assess whether London is the right commercial base, customer market or operating location for an international business.

Published by London Business Consultancy

01

Define the role London would play

London can be considered as a customer market, sales base, talent location, partnership centre, investment location or a wider route into the UK and Europe. Those roles have different economics and evidence requirements.

Start by defining what the location must enable. A prestigious address is not a substitute for customer access or operating fit.

02

Assess the commercial case

Compare customer concentration, buying behaviour, competitor presence, channel access, pricing, talent needs, operating cost and management attention. Use evidence specific to the priority segment rather than broad city-level indicators.

  • Proximity to priority customers and decision-makers
  • Access to relevant talent, partners and suppliers
  • Cost and practicality of the operating model
  • Fit with brand, proposition and proof requirements
  • Role in the wider UK or international plan
03

Consider alternatives inside and outside London

The best UK market can involve London customers without a large London operating footprint. Hybrid, regional and partner-led models may provide different cost and access advantages.

Compare locations using the same criteria and make the trade-offs explicit. The decision should follow the operating model, not precede it.

04

Test before committing to presence

Customer research, a focused sales programme, partner conversations or a temporary operating arrangement can create evidence before a larger commitment.

Specialist advice should confirm property, employment, tax, immigration, data and regulatory implications where they apply.
